Lead Banker at Ramirez & Co. for the Commonwealth of Puerto Rico, joined Ramirez & Co. in April 2007. He is a MSRB municipal and NASD general principal has twenty- five years of banking experience and has been a public finance specialist covering the Commonwealth of Puerto Rico since 1985. As department head for Citicorp/Citibank's Public Finance as well as Chase Manhattan Bank's Global Relationship Manager, Mr. Vinas was involved in several financing initiatives as well as in the development of several strategic projects for the Commonwealth of Puerto Rico such as:

  • Lead Arranger and Agent in the Note Purchase Agreement (an $800 million syndicated loan for the Government of PR).
  • Lead Arranger and Agent for in PREPA's $125 million Fuel Oil Financing Facility.
  • Advisor to Citicorp Investment Management Inc. in the management of PREPA's and PRTC's pension plan.
  • Advisor to Thames Water PLC in the Super Aqueduct project.
  • Advisor to GTE in the acquisition of Puerto Rico Telephone Company.

Joined BBVA as a result of the Bank's acquisition of the Chase PR operation in 1998. In August 2000 Mr. Vinas was named Investment Banking Head of BBVA PR. Some o f the initiatives at BBVA led by Mr. Vinas were:

  • Letter of Credit Bank and Revolving credit participant in a $1,500 MM financing to the Commonwealth of PR.
  • Rick Participation in $400MM Tender Option Bond program of PR Electric Port Authority (PREPA).
  • Participation in the $350MM Bank Financing to the PR Aqueduct & Sewer Authority.
  • Arranger of a $95MM syndicated facility to the PR Ports Authority
  • Lead Arranger in a $42MM syndication to fund on, a Project Basis, a fiber optics network to PREPA.
  • Underwriter in the first Bond Issue by the Municipal Government of the City of Carolina PR.

His professional career began with Case in 1981 at the Western Hemisphere Credit Training Center. Subsequently, he worked as Registered Sales Representative with Merrill Lynch. Mr. Vinas attended University of Michigan's Public Finance Institute. Mr. Vinas holds a BA from the University of Puerto Rico and an MA in economics from the Pennsylvania State University.
